PROJECT TITLE: Creation of National Association of Cancer Control Web Site
PROJECT DESCRIPTION: Produce a web site of Association of Cancer Control, with the information about cancer, diagnostics, and others. Publish already translated materials about cancer on the Internet.

The purpose of this agreement is to support the IATP Internet Grants Program objectives as presented in the grantee's project application.
The grant recipient shall carry out this agreement in accordance with their project application and budget as proposed on October 1, 2000. The grantee must comply with requested budget and program revisions as outlined below. Written permission is required in advance from IREX for additional changes in the objectives listed in the proposal. It is noted that this agreement will prevail over any conflicts that may arise between the grant recipients project proposal and the terms of this agreement. Compliance of this agreement shall be managed by IREX.

Creation of National Association of Cancer Control Web Site Project

Problem of cancer has passed the borders of health care and acquired the significance of world's global social importance. This is the reason, that at the present time cancer control activity already represents the prioritized direction of social field.
Cancer prevalence registered in Georgia exceeds 30 000 person/year and additionally, more than 7000 cancer incidence and 5500 cancer mortality cases are registered annually.
Unfortunately, government can't ensure the adequate cancer control activity in Georgia because of financial and economic crisis, leaving without funding many spheres of anti-cancer fight. In such situation very important role is contributed to NGO organizations, one of which represents the National Association of Cancer Control (NACC)-the very firstly established anti-cancer association in Georgia (see aims, goals and spheres of NACC activity in Attachment 1).
In case of IATP granting and creation of NACC Web-Site, first Georgian Cancer Control Page will be accessible, consequently, giving the availability of local information concerning the cancer issues on the Internet. Due to presence of NACC Web-Site will benefit different layers of population:
· Clinical oncologists and cancer researchers-According to one of the aims of NACC, association is collecting and translating information about the new approaches and innovations of cancer management, which will be placed and be available on Internet on Georgian language. Besides, the articles and abstracts of Georgian scientists published in journals and materials of national and international congresses and symposiums will be placed on NACC Web Site. This is available, since Soros Foundation (OSGF) granted the Internet access fees for NACC;
· Doctors of general profile-

1. Raise their knowledge of oncology,
2. Providing them with information how to direct patients in cancer service,
3. Providing them with recommendations about cancer prevention and early detection;
· Nurses and other medical staff- Information, concerning the cancer patients
1. right care,
2. management,
3. psychological relief;
· Medical students and residents -
1. They will be able to gain basic knowledge of oncology by NACC Web-Site,
2. NACC has started the creation of video materials of traditional and innovative cancer surgery in Georgia, which will be placed on Web Site in future and be available for students and residents;
· Cancer patients and their family members- NACC has translated, redacted and prepared for edition three books:
1. What Should You Know About the Chemotherapy (Michael Shavdia, 2000);
2. Symptoms Relief in Terminal Illness ((WHO,1998,Geneva)-sponsored by National Cancer Center);
3. Lung Cancer Epidemiology and Prevention, created and edited by support of NACC and Adjarian Cancer Center;

If place on NACC Web Site, first two books could be very useful not only for Cancer patients and their family members, but also for medical staff.
The third will be useful for oncologists, epidemiologists, pulmonologists, phtisiatrists, family doctors, students and general profile doctors.

· Entire Georgian population- Georgian population is inadequately informed concerning the carcinogenic agents exposure and possibilities to reduce cancer risk due to healthy life style and adoption of health habits. NACC has created, translated and modified for edition series of booklets: What Can You Do To Protect Yourself Against Cancer:

1. The booklet-How to Do Breast Self Examination-is sponsored by Weleda & NaturaPharm,
2. The booklet-Recommendations for Female Reproductive System's Cancer Prevention and Early Detection-by Aventis,
3. The booklet - What Can You Do To Protect Yourself Against Cancer By Correct Diet-by DEDA LTD.

These and other recommendations in future will be placed on Web-Site in order to be accessible by population, which will ensure population sanitary education, raise their oncological vigilance, support them to pay attention on their health status and assure in necessity and effectiveness of preventive examinations. 10 000 samples of these booklets (attached with project) were disseminated in population, but this amount is not enough. Popularization of healthy life style is much more cost effective via the internet, compared with edition of additional thousands of booklets.
The following booklets are not edited but are ready for placement on NACC Web Site:

1. Quite Smoking;
2. What Can You Do To Protect Yourself Against Cancer By Healthy Life Style;
3. 10 Steps Of Healthy Life Style For Cancer Risk Reduction; These materials also will be available on Russian language for other Caucasian and NIS countries.
· In case of project realization, in future, NACC web Site will include the place for Cancer Information Service Center (generally desired for patients), analogous to National Cancer Institute (Bethesda) and American Cancer Society's Home Pages;
· NACC has prepared the National Model Of Cancer Prevention: Conception (attached), which aims the creation of Cancer Control legislative basis and favorable environment for security in Georgia in order of carcinogenic agents exposure reglamentation and control due to law based intersectional mechanisms. This represents one of the important social problems in Georgia and in the whole world as well. That's way the placement of National Model of Cancer Prevention on NACC Web Site will give possibility to introduce it to all interested sides and public at large (state government, parliament, businessmen, manufacturers and etc) and also will support to form the social opinion, concerning this issue. NACC relies on active participation and advisory assistance from leader international organizations.
So, availability of Conception on English on Web Site will faster its presentation to them. National Model of Cancer Prevention also could be available on Russian, because Georgian Eco-system is one of the parts of Trans-Caucasian Eco-system. That's way problems of Conception are common for other Trans-Caucasian countries as well;

· NACC has an e-mail links with its regional representatives and Regional Cancer Centers in Batumi and Kutaisi, which have Internet access and consequently, are able to receive information about the all above listed NACC activities;

· Project realization will make possible to present NACC to those international analogous leader organizations, which are seeking for co-operation with Cancer Control organizations in Georgia and Trans-Caucasian region (English version of NACC Web-Site);

· Presentation of NACC Web-Site not only on Georgian and English, but also on Russian language will promote the development of relationships of NACC with other Caucasian and NIS Cancer Control NGO and governmental organizations, giving the possibilities of whole Trans-Caucasian region Cancer Control data's placement on NACC Web-Site;

· Special place in NACC Web-Site will be given to NACC relations with media:

1. NACC members interviews for news-papers;
2. Video and audio materials;

· Considering the fact that, NACC represents the non-commercial NGO organization, consequently having the main source of financing from grant projects and charitable sponsoring, interested person or organization will be able to find the information, about the NACC ongoing and grant seeking projects on NACC Web-Site;

· NACC represents the Open-type organization and that is the reason, that its Web-Site will contain the annual budget of Association.

IMPLEMENTING THE BENEFITS

Due to IATP grant, creation of first Georgian Cancer Control organization- NACC Web-Site, will be possible, giving the availability of local information concerning the cancer issues on the Internet on Georgian and English languages. This will promote the development of NACC relationships with analogous leader National, Trans-Caucasian, NIS and International organizations as well. Different Cancer information placed on NACC Web-Site will be interesting and beneficial for:

1. Clinical oncologists and cancer researchers;
2. Doctors of general profile;
3. Nurses and other medical staff;
4. Medical students and residents;
5. Cancer patients and their family members;
6. Politicians and businessmen;
7. Entire Georgian population;
8. Leader international Cancer Control organizations;
9. Trans-Caucasian and NIS Cancer Control organizations;
10. Media;
11. Charitable anti-cancer organizations.

Web Site will contain the following types of information:

1. New approaches and innovations of cancer prevention and management;
2. Articles and abstracts of Georgian scientists published in journals and materials of national and international congresses and symposiums;
3. Basic oncology information;
4. Video assisted information about the of traditional and innovative cancer surgery in Georgia;
5. Information for cancer patients and their family members;
6. Information about healthy life style;
7. Recommendations for population to reduce the cancer risk;
8. Information for NACC presentation to international and Trans-Caucasian and NIS Cancer Control organizations (NACC structure, ongoing projects and etc );
9. NACC members interviews (news-papers, Video and audio materials);
10. Information about the Cancer Control legislation issues;
11. Information about NACC grant seeking projects;
12. NACC annual budget.

TIMELINE:

Collection, translation, modification, redaction and preparation of all materials, followed by creation of soft-ware data, supposed to be placed on NACC Web Site will be conducted by all three units and project director in period-Oct 30-Mar 20, according to project objectives. Obligations of project director and units staff see in narrative budget.
Creation of NACC Home Page by Multimedia/ Web Site specialist will be started on Oct 30 and developed in future, according to performed work of units.
The presentation will be held on Mar 26-Mar 30 for media and all interested sides to explain the significance of NACC Home Page to public at large.

Seven persons are participating in project:
1. Project director-Vasil Tkeshelashvili-the main coordinator of entire project and head of all units. Performs the analysis of all received information from all units, works out the strategy of Home Page development, makes the decision, concerning the placement of materials on web site;
2. NACC Home Page Georgian unit:
· Head of unit-Levan Bakanidze-Searches from internet and other sources needed materials, collects, translates(from English to Georgian), and redacts those supposed to be placed on NACC Web Site;
· Computer operators-Khatuna Baghaturia, Nona Modebadze - Creates the soft-ware data proposed by Project director and Head of unit;
3. NACC Home Page English unit:
· Head of unit-Irina Gagua- translates (from Georgian to English) materials, proposed by Project director and Georgian unit and creates their soft-ware data;
4. Multimedia/Web Specialist-Creates the Home page of NACC, places the materials on Web Site, conductes the Home Page further development.
