Report on Realization of OSGF Grant Project: # MH/21/00

Grant Project Group Mission for Conduction of Training Courses
(22.07-04.08.01): Tbilisi-Gori-Kutaisi-Zugdidi-Batumi-Tbilisi
 
1. Introduction
For conduction of training courses in cancer centers of 6 Georgian cities (Tbilisi-Gori-Kutaisi-Zugdidi-Batumi-Telavi) according to OSGF grant project # MH/21/00 on modern methods of cancer Epidemiology and medical statistics, the National Cancer Center (NCC) and National Association of Cancer Control (NACC) since January 3, 2001, have jointly started the distribution of information in republican medical network in order of selection of course participants and lectors.
Along with the announcement of information, 200 participants from the appropriate regions of mentioned cities were selected due to dead line (01.03.01) according to worked out and distributed (by NACC cost-sharing) special questionnaires. The list of participants was placed on NACC Web since 31.05.01.
Lectors and seminar assistants were selected form NCC staff, particularly:
1. Vasil Tkeshelashvili, MD, PhD, DSc, Head of NCC Cancer Epidemiology and Control Department, received the scientific degree of Doctor of Medical Sciences in St. Petersburg in 1992 in field of Cancer Epidemiology, in 1988 was attending in Moscow the training courses of International Agency on Research of Cancer (IARC, Lyon) on: Cancer Epidemiological Research, in 2000 in Sofia was participating in training courses of International Association of Cancer Registries (IACR, Lyon) and European Network of Cancer Registries (ENCR, Lyon) on: Population Based Cancer Registry, he owns 2 international certificates and 2 license of Ministry of Health Care in Epidemiology, he is the member of different epidemiological international societies and associations, in borders of OSGF grant project # MH/21/00 is supposed to give 24 lectures;
2. Levan Bakanidze, M.D. in NCC, he has received the special training in 2000 in Sofia on courses of International Association of Cancer Registries (IACR, Lyon) and European Network of Cancer Registries (ENCR, Lyon), due to NACC received funding, was sent to New-York in April 2001 for getting the additional qualification on American Cancer Society University, he is supposed to give 24 lectures;
3. Nino Kartvelishvili, Scientific researcher in NCC, works on epidemiological research, she is competent in modern methods of cancer Epidemiology and medical statistics, she is supposed to conduct 6 independent and 1 joint seminar (with Zaza Lomidze) on 6 courses;
4. Zaza Lomidze, Scientific researcher in NCC, works on epidemiological research, she is competent in modern methods of cancer Epidemiology and medical statistics, he is supposed to conduct 6 independent and 1 joint seminar (with Nino Kartvelishvili) on 6 courses;
5. Tamar Iashvili, MD, PhD, DSc, the Chief Obstetrician- Gynecologist of Tbilisi, received the scientific degree in field of Epidemiology, she is the only lector from another institute, who expressed the wish to give the lectures, on Tbilisi course she is supposed to give 1 lecture - Epidemiological Research in Gynecology.
After the selection of staff and participants, the final programs were created for each city (2 days courses in 5 cities and 3 days course in Tbilisi), which were placed on NACC Web on 31.05.01: http://www.nacc.org.ge.
Due to NACC received Seed Grant (5 000 US $) from American Cancer Society, the donation from Geocell (1 000 Lari) and also NACC cost-sharing, for raise the presentations quality special equipment was bought (5 800 US $), which was gifted to newly established Caucasian Union Against Cancer (UCCC).
So, besides the NACC the course cost-sharers became the American Cancer Society, Geocell, and UCCC. Informational support was carried out by Radio "Fortuna". Particularly, during 3 weeks, from 15.07.01 to 04.08.01. Radio "Fortuna " was airing information twice a day in cities: Gori- Kutaisi-Zugdidi-Batumi concerning the courses organization and their schedule. Since September this information process would be continued for Tbilisi and Telavi participants.
For arraigning the organizational issues (information distribution, selection of lecture halls, their getting free of charge, booking of hotels, selection of epidemiologists in regions, ensuring their transportation to the courses) NACC was supported by Public Health Department. Head of Department - Mr. Ramaz Urushadze and the Vice-head Mrs. Tamar Lobjanidze directly were participating in organization of summer sessions and the lector's team was experiencing their full assistance and help. The training course program was preliminary introduced to the Rector of Doctors Post-Diploma Study State Academy - Prof. Roman Shakarishvili. NACC conducts the project additional support by placement of courses materials on the Web and covering of unexpected expenses. According to above-mentioned, the logos of supporting organizations were placed on 4 cities courses materials (programs, posters, certificates, more than 20 pages of Web). Other interested organizations would be treated in the same way during the organization of Tbilisi and Telavi courses. Their donations would be directed for improvement of project realization quality and also for edition of books (edition of 3 books on project related issues is planned).
After the transaction of money form OSGF to editorial company "Sani" (200 US $ equivalent in Lari), the course programs, posters, 2 types of certificates (on attending the training course and NACC membership) were printed for each city. The printing process is not finished, because of changes in each city during the conduction of courses: substitution or presence of additional participants, requiring consequently the printing of additional certificates. The final cost-estimation of this budget item, accompanied with total estimation is planned in October, after the finishing of Telavi course (11-12.10.01).
The general preparing work for project realization was started after the transaction of 2060.40 Lari (1020.00 US $ - course: 1 US $ - 2.020 Lari) from OSGF in 27.01.01. to NCC account (lectors preparing in field of cancer registry NACC has performed in 2000).
Organization group was given the honorariums (Honorariums Document #1: 1700.00 Lari) and the appropriate tax expenses were transacted: income taxes - 213.00 Lari, medical insurance - 17.61 Lari, Pension taxes - 17.00 Lari, bank service - 17.61 Lari. 37.38 Lari was left on project account.
The documentation on use of this amount of project budget was presented to OSGF in February.
The next transaction form OSGF to NCC account was performed in 28.06.01 in amount of 6344.80 Lari (3080.00 US $ - course: 1 US $ - 2.060 Lari).
2. Budget Correction
The project considers the organization of post-diploma training courses in 6 cities: Tbilisi, Gori, Kutaisi, Zugdidi, Batumi and Telavi. 2 days courses are planned in 5 cities and 3 days - in 1 city. Totally the conduction of 37 lectures and 15 seminars were supposed.
According finally worked out training program, 37 lectures and 13 seminars should be carried out. In budget each lecture honorarium considers 40 US $, and seminars - 20 US $. So, reducing the amount of seminars by 2 the 40 US $ are available. Besides, lectors group jointly reached the point to receive the honorariums according to course 1 US $ - 2.000 Lari and to use the saved money for unexpected expenses. Due to internal correction of budget 204 Lari were saved.
The budget was considering the 20% payment from honorariums for taxes. After the receiving the official information from Vake-Saburtalo Taxes Inspection, the exact types and amount of taxes were specified. Due to these corrections, 126 Lari were saved. Also, bank service expenses were reduced by 13 Lari.
So, after the internal correction of the budget, 343 Lari were saved for unexpected expenses.
3. Project Group Mission Report
The total amount of recently transacted and already existing money was 6382.18 Lari. From this amount, the all lectures and seminars related honorariums taxes were paid: income taxes - 451.08 Lari, medical insurance - 158.35 Lari, Pension taxes - 35.67 Lari, bank service - 35.67 Lari (taxes documentation is attached). Responsible person (Vasil Tkeshelashvili) has taken from NCC by check 5650.00 Lari, living on project account - 29.29 Lari.
Organizationally, training courses in 6 cities were divided in 2 parts:
The first part - Summer session, considering the conduction of courses in Gori (23-24.07.01), Kutaisi (26-27.07.01), Zugdidi (30-31.07.01) and Batumi (02-03.08.01);
The second part - Autumn session, considers the conduction of courses in Tbilisi (17-19.09.01) and Telavi (11-12.10.01).
This report concerns the mission of 4 persons for 14 days (22.07. - 04.08) in 4 cities and use of 5650 Lari gotten by check.

According to project budget 104 US $ (214 Lari) were supposed for the transportation expenses (including the Tbilisi-Telavi-Tbilisi), which considering the traveling by train or gas expenses for car.
The traveling by train with bought presentation and video equipment was considered uncomfortable. Also, because of very busy new schedule, when the permanent changing of locations between cities, hotels and lecture halls during 1 week in 2 cities with equipment and personnel luggage, were supposed to cause the complications, resulting the decrease of lectures quality. That is the reason that the traveling by train was denied. Because NACC and project staff members don't have the personal car, the necessity to hire the car was raised.
According to contract (attached), the "Ford" type microbus was hired with driver. This expenses consisted 430 Lari for 14 days (document is attached). The difference form budget considering this item (214 Lari) was 216 Lari; which was covered due to saved money (343 Lari) after the budget internal correction. 27 Lari left from this amount were added to hotel expenses. The last consisted totally - 940 Lari: 4 persons in 4 cities for 14 days (appropriate checks are attached). This is 322 Lari more, than budget considering amount (618 Lari - 300 US $), which also was including the hotel expenses in Telavi. For 4 persons staying in Telavi during the 3 days, 80 Lari were put aside form 618 Lari. The rest was added the above-mentioned 27 Lari left from budget internal correction and the hotel expenses amount was established as 565 Lari. Finally, the difference form 940 Lari was 375 Lari, which was covered by NACC. Because of expiring the funds for traveling, NACC also will cover the expenses for traveling Tbilisi-Telavi-Tbilisi.
Project team was given the per diem money in amount of 340 Lari (for 4 person during 14 days, document is attached). The necessary products for organization of coffee breaks (20 breaks totally) during the courses were bought at Tbilisi Market and was consisting 125 Lari (appropriate document is attached). For organization of 2 lunches for participants in each city, the local organizers were given the money considered by budget, particularly by amount of 2 US $ on each participant each day. The total expenses for lunch for 121 participants during 2 days were 950 Lari (appropriate documents are attached).
After the accomplishing of each courses lectors and seminar assistants were given honorariums, which totally consisted 2240 Lari (appropriate documents attached).
So, from the 5 650.00 Lari taken by responsible person (Vasil Tkeshelashvili) by check, 4650.00 Lari were used for above-mentioned expenses and 1000 Lari are left for further courses expenses. The amount of NACC cost sharing during the mission is 375 Lari. 29.29 Lari is left on project account. OSGF has to transact to NCC account the last 700 US $.
Additional Information
During the training courses in Zugdidi, the electric supply disturbances have occurred, causing the damaging of video projector bulb. As a result of this the presentation equipment was not used on Batumi courses. 2 bulbs were ordered for Tbilisi courses (1 spared), with elevated prize - 250 US $ for each. Also the purchasing of protection equipment - UPS among of them is necessary. Because of present situation, the project needs the additional funding - 1 000 US $.
