PROJECT TITLE: Creation of National Association of Cancer Control Web Site
About the project
Based on recommendations from the selection committee and ECA, IREX requests the following changes were made to the presented NACC project budget:
All salaries were reduced by 30% - from $1,452 to $1,016,
Press conference refreshments ($48) were
eliminated.
IREX obligated the amount of $1,016 for program expenditures during the period January 1, 2001-May 31, 2001. This grant was authorized by the Bureau of Educational and Cultural Affairs of the U.S. Department of State (ECA) and administered by the International Research & Exchanges Board (IREX). Grant funds were used for the purpose outlined in the project proposal. Grantees have not used funds except as outlined in the appropriate agreement.
Personal income taxes from the grant project were paid according to Georgian legislation regulations.
Grant is adhered to the dates outlined in project awarded letter from IREX. Money from this grant was expended no later than May 31, 2001.
The end product of the grant - NACC Web Site includes the statement: "This project is made possible by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, and is administered by the International Research & Exchanges Board (IREX)" on the index page of the Site. Finished grant project fully abides the general "acceptable use" policies of IATP.
Due to IATP granting and creation of NACC Web-Site, first Georgian Cancer Control Page is accessible, consequently, giving the availability of local information concerning the cancer issues on the Internet.
Due to presence of NACC Web-Site will benefit different layers of population:
Clinical oncologists and cancer researchers-According to one of the aims of NACC, association is collecting and translating information about the new approaches and innovations of cancer management, which will be placed and be available on Internet on Georgian language. Besides, the articles and abstracts of Georgian scientists will be placed on NACC Web Site;
Doctors of general profile:
1. Raise their knowledge of oncology,
2. Providing them with information how to direct patients in cancer service,
3. Providing them with recommendations about cancer prevention and early detection;
Nurses and other medical staff- Information, concerning the cancer patients:
1. right care,
2. management,
3. psychological relief;
Medical students and residents:
1. They will be able to gain basic knowledge of oncology by NACC Web-Site,
2. NACC has started the creation of video materials of traditional and innovative cancer surgery in Georgia, which will be placed on Web Site in future and be available for students and residents;
Cancer patients and their family members- NACC has translated, redacted and prepared for edition materials, some of which are already placed and some will be in future:
Entire Georgian population- Georgian population
is inadequately informed concerning the carcinogenic agents exposure and
possibilities to reduce cancer risk due to healthy life style and adoption
of health habits. NACC booklets: What Can You Do To Protect Yourself
Against Cancer would be very beneficial for population. Besides the
written version Site is also provided with audio recommendations, created
for NACC educational project on Radio "Fortuna" and video clips concerning
the healthy life style.
Besides, other recommendations in future will be placed on Web Site in order to be accessible by population, which will ensure their education, raise the sense of oncological vigilance, support them to pay attention on their health status and assure in necessity and effectiveness of preventive examinations. 10 000 samples of these booklets (attached with project) were disseminated in population, but this amount is not enough. Popularization of healthy life style is much more cost effective via the Internet, compared with edition of additional thousands of booklets.
The following booklets are not edited but are ready for placement on NACC Web Site:
1. What Can You Do To Protect Yourself Against Cancer By Healthy Life Style;
2. 10 Steps Of Healthy Life Style For Cancer Risk Reduction;
3. How to prevent skin cancer;
4. How to prevent melanoma.
These materials also could be available on Russian, Azerbaijanian and Armenian languages for other Caucasian and NIS countries. As a development of project, in future, NACC web Site may include the place for Cancer Information Service Center (generally desired for patients), analogous to National Cancer Institute (Bethesda) and American Cancer Society's Home Pages;
NACC has an e-mail links with its regional representatives and Regional Cancer Centers in Batumi and Kutaisi, which have Internet access and consequently, are able to receive information about the all above listed NACC activities;
Project realization will make possible to present NACC to those international analogous leader organizations, which are seeking for co-operation with Cancer Control organizations in Georgia and Trans-Caucasian region (English version of NACC Web-Site);
Presentation of NACC Web-Site not only on Georgian and English, but also on Russian, Azerbaijanian and Armenian languages will promote the development of relationships of NACC with other Caucasian and NIS Cancer Control NGO and governmental organizations, giving the possibilities of whole Caucasian region Cancer Control data's placement on NACC Web-Site;
Considering the fact that, NACC represents the non-commercial NGO organization, consequently having the main source of financing from grant projects and charitable sponsoring, interested person or organization will be able to find the information, about the NACC ongoing and grant seeking projects on NACC Web-Site.
About the NACC Web Site
Conduction of anti-corruption activities is the preliminary condition for success of anti-cancer fight, because the execution of cancer prevention legislation will be impossible in corrupted environment. That's why, the anti-corruption fight is treated by us as one of the first rank goals of anti-cancer fight.
The idea of Open type activity conduction we have borrowed from Mr. George Soros's Conception on creation of "Open Society".
Establishing the NACC in 1999, we have considered this principle and put it in NACC aims. According to Constitution NACC will conduct open activities, indicate all incomes, annual and programs budget, show the expenses items on Web Site and put them on wide monitoring control.
Due to mentioned efforts, we hope the NACC will contribute in Open Society creation, defeat of corruption, international integration and development.
That is the reason, that we called our Web Site the "NACC OPEN Activities Declaration Site".
The index page of the Site contains the NACC News item, where the information concerning the NACC relations with American Cancer Society (ACS), newly established organization - Caucasian Union Against Cancer (UCCC, created by NACC Initiative), NACC proposition to all international pharmaceutical companies and Geocell (leader cellular company in Georgia ) donation to NACC are presented.
The next item on index page is deserved to NACC National Model Of Cancer Prevention: Conception, which aims the creation of Cancer Control legislative basis and favorable environment for security in Georgia in order of carcinogenic agents exposure reglamentation and control due to law based intersectional mechanisms. This represents one of the important social problems in Georgia and in the whole world as well. That's way the placement of National Model of Cancer Prevention on NACC Web Site will give possibility to introduce it to all interested sides and public at large (state government, parliament, businessmen, manufacturers and etc) and also will support to form the social opinion, concerning this issue. NACC relies on active participation and advisory assistance from leader international organizations. So, availability of Conception on English on Web Site will faster its presentation to them. National Model of Cancer Prevention also could be available on Russian, Azerbaijanian and Armenian, because Georgian Eco-system is one of the parts of Caucasian Eco-system. That's way problems of Conception are common for other Caucasian countries as well.
After the finishing of Site English version, NACC started it's presentation to different governmental and NGO organizations; particularly till present period, Web was presented to Minister of Labor, Health and Social Defense, Public Health Department and National Cancer Center officials, and 1-St International Relations and Security Network Executive Conference: Information Technology Prospects in the Caucasus, June 13-15, 2001, Tbilisi, Georgia.
Next item of index page is about the NACC on-going projects, providing full information concerning them according to NACC Open Activities.
The publications section of index page is deserved to NACC educational booklets and books.
Besides the news Site banner contains the such a routine sections as "Contact Us" - giving all the possible NACC contact information; "About" - providing information concerning the NACC constitution, aims and goals, strategic plan, history and category, structure, attributes, general principles, along with NACC/UCCC and it's main partner organizations board members CVs ; "Activities"- describing NACC projects already finished in past (NACC report on 1999-2000 activities), projects refused the funding from different foundations, NACC ongoing projects and possible projects in future.
The glossary is provided on NACC Site in order to assist the general population to receive the cancer related information briefly and quickly. Here you can find the interesting for you term description clicking the appropriate letter or putting the term itself in search box. The English version of glossary is borrowed from ACS Web, an the Georgian one is created by NACC.
Special place on NACC Web-Site is given to NACC multimedia presentations, consisting the audio recommendations and video clips on healthy life style and other issues. This part is provided on "Information" section.
NACC general aim is Promotion & Development of Health Prioritized Direction of XXI-Th Century - Diseases and among them Cancer Prevention, carrying out Activities for Beginning of Primary Prevention,
Population Protection from Health-Hazardous Substances Exposure, their Health Promotion and Raise of Average Life Time, Population Social Defense, Creation of Open Society, International Intersectional Integration, Social-Economic Development.
NACC relays on overall support for realization of this difficult and common task.
NACC hopes, that representative of different professions, regardless of citizenship and confession, also any profile organizations will participate in this process.
That's why, NACC membership is free for everyone and its activity is widely open. NACC provided it's Site with on-line registration form and accepts all interested individuals and organizations with great pleasure. Also NACC gives the registry of Association Honorary and Active members.
Considering that NACC activities as the non-profit NGO are funded due to grants and donations and the quality of activity directly correlates with amount of funding, Site is provided with information for possible donors along with on-line donation form. In order of quick extension of NACC activities area and volume for solving of numerous actual problems, existing at the present time, NACC needs the donations. Donation could be performed personally or institutionally.
The types of donation are: honorary, memorial and advertisemental. Advertisemental donation information is additionally stressing the NACC advertisemental policy and NACC advertisemental benefits in terms of educational efforts.
"Partnership" information is describing the NACC partners their and joint activities with NACC. Also potential partners are invited for cooperation.
IMPLEMENTING THE BENEFITS
Due to IATP grant, creation of first Georgian Cancer Control organization- NACC Web-Site was possible, giving the availability of local information concerning the cancer issues on the Internet on Georgian and English languages.
This will promote the development of NACC relationships with analogous leader National, Caucasian, NIS and International organizations as well.
Different Cancer information placed on NACC Web-Site will be interesting and beneficial for:
1. Clinical oncologists and cancer researchers;
2. Doctors of general profile;
3. Nurses and other medical staff;
4. Medical students and residents;
5. Cancer patients and their family members;
6. Politicians and businessmen;
7. Entire Georgian population;
8. Leader international Cancer Control organizations;
9. Trans-Caucasian and NIS Cancer Control organizations;
10. Media;
11. Charitable anti-cancer organizations.
Web Site contain the following types of information:
1. New approaches and innovations of cancer prevention and management;
2. Articles and abstracts of Georgian scientists published in journals and materials of national and international congresses and symposiums;
3. Basic oncology information;
4. Video assisted information about the of traditional and innovative cancer surgery in Georgia;
5. Information for cancer patients and their family members;
6. Information about healthy life style;
7. Recommendations for population to reduce the cancer risk;
8. Information for NACC presentation to international and Trans-Caucasian and NIS Cancer Control organizations (NACC structure, ongoing projects and etc );
9. NACC members interviews (news-papers, Video and audio materials);
10. Information about the Cancer Control legislation issues;
11. Information about NACC grant seeking projects;
12. NACC annual budget.

Collection, translation, modification, redaction and preparation of all materials, followed by creation of soft-ware data, supposed to be placed on NACC Web Site was conducted by Georgian and English units and project director in period-Jan 01, 2001 - Mar 20, 2001 according to project objectives. Obligations of project director and units staff see in narrative budget.
Creation of NACC Home Page by Multimedia/ Web Site specialist was started on Jan, 2001 and developed in future, according to performed work of units.
The presentations were held on since May 31 to all interested sides to explain the significance of NACC Home Page to public at large.

Budget Narrative
Six persons were participating in project:
1. Project director-Vasil Tkeshelashvili-the main coordinator of entire project and head of all units. Performed the analysis of all received information from all units, worked out the strategy of Creation of NACC Web Site, was making the decisions, concerning the placement of materials on web site, Edited the NACC WS, transfered the materials on Web Site;
2. NACC Home Page Georgian unit:
Head of unit-Levan Bakanidze-Searched from internet and other sources needed materials, collected, translated(from English to Georgian), and redacted those supposed to be placed on NACC Web Site;
Computer operators-Khatuna Baghaturia, Nona
Modebadze - Created the soft-ware data proposed by Project director and
Head of unit;
3. NACC Home Page English unit:
Head of unit-Irina Gagua- translated (from
Georgian to English) materials, proposed by Project director and Georgian
unit and created their soft-ware data;
4. Multimedia/Web Specialist - Konstantin Stalinsky- Created the Home page of NACC, placed the materials on Web Site, conducted the Home Page further development.
This staff has worked on project during 5 month and received the honorariums (770 US $), from already transfered money (915 US $) particularly:

Rest of the 101 US $ as the 10% of grant total budget which would be received after the presentation of the report to ECA and IREX, is the part of the project director's honorarium and also consists the tax & Office expences of this amount.

For popularization of healthy life style and medical staff education, NACC Home Page includes the following materials:
1. How to Do Breast Self Examination-edition as a booklet is sponsored by Weleda & NaturaPharm (500$);
2. Recommendations for Female Reproductive System's Cancer Prevention and Early Detection- edition as a booklet is sponsored by Aventis (500$);
3. What Can You Do To Protect Yourself Against Cancer By Correct Diet-edition as a buklet is sponsored by DEDA LTD(500$);
4. Quit Tobacco Smoking -edition as a booklet is sponsored by Pharmacia & Upjohn (750$);
5. What Should You Know About the Chemotherapy -edition as a book was sponsored by Aventis (500$) and Pharmacia & Upjohn (500$);
6. Lung Cancer Epidemiology and Prevention (2000)- edition as a book was sponsored by Adjarian Cancer Center (1000$);
7. Management of Hypercalcemia in Oncologic Patients- edition as a book was sponsored by Roche (500$, Pharmacia & Upjohn (250$) and Mermisi LTD (250$);
8. Edition of booklet Conception: National Model of Cancer Prevention- edition was sponsored by NACC (100$). Georgian version of conception was sent to all parliament comities and governmental structures, and distributed in health care system as well. English version was sent to the leading international organizations. For last reason, NACC has printed 1,000 postal envelopes with its logo and address (Administrative Expenses-300 US $);
9. Preparation of Audio clips for Radio Fortuna on popularization of healthy life style, placed on NACC Web multimedia part. Cost - 2 500 US $, paid to NACC by Public Health Department;
10. Preparation of Video clip advertised on TV Channels Rustavi 2 and Georgian Channel 1 on Pharmacia & Upjohn tobacco withdrawal product Nicorrette. Cost - 500 US$, paid by Pharmacia & Upjohn to NACC for creation of video clip.
Total Cost sharing, organized by NACC- 8984 US $.
TOTAL BUDGET: 10.000 US $.
