NACC REPORT
NACC had a pleasure to participate in first American Cancer Society University on 22-29 April, New-York. ACSU has provided NACC with a seed grant of USD$ 5,000 to further cancer control efforts upon completion of the training. NACC representative on University - Levan Bakanidze was given a check payable to organization on the final day of training. Funds were allowed to be used for the following expenses, to contribute to enhancing a cancer control program: (1) purchase of communications equipment (computer, fax, modem, internet or satellite expenses, etc.); (2) local travel expenses; (3) salaries; and/or (4) purchase of cancer control prevention/education/awareness materials. On the training ACS required each scholar to give at least one (and up to three) brief project outlines demonstrating how would they use the seed grants. Accordingly, NACC has provided the following 3 possible projects.
Project 1: Conduction of Postgraduate Training Courses on Modern Methods of Cancer Epidemiological Research and Medical Statistics at Georgian Cancer Centers (Project Granted by OSGF/Soros Foundation)
Problem to be Addressed: For raise of effectiveness of lectures and seminars in terms of their good quality presentation, NACC additionally needs the:
1. Mobile Computer (Notebook), and
2. Video Projector.
Outcome(s):
Due to seed grant from ACSU the following items of project will be more effective and the following outcomes will be expected:
1. Post-graduate researchers, residents, young scientific specialists and medical doctors of Georgian Cancer Centers, also republican regional oncologists, post-graduate researchers and residents and students of Epidemiology and Public Health Departments of Medical Institutes (totally 200 person) will raise their knowledge in:
Cancer Epidemiology and Medical Statistics;
Population- and Hospital Based Cancer Registration;
2. Gained knowledge on the modern methods of Cancer Epidemiology and Medical Statistics will help selected contingent of young medical specialists to plan independently their scientific study, chose in a right way the optimal model of Epidemiology study, explore modern methodology of medical statistics and consequently raise the level of scientific research, increase confidential quality of received results and objectiveness of conclusions;
3. Project realization will significantly stimulate the beginning of wide implementation of epidemiological research and modern methods of medical statistics;
4. Project realization will promote the development of primary health care in following directions:
As the consequent of training of regional oncologists, the present status of Population Cancer Registry will be improved, accordingly the raise of confidential quality of statistical data will be anticipated at the beginning of new century after the 10 year collapse of registration;
Due to the training of regional oncologists on Cancer Registration issues, one more step will be carried out for creation of National Network of Cancer Registry;
Due to implementation of Descriptive Epidemiology Studies, monitoring of Cancer Time Trends, detection of main cancer sites, hystotypes and high cumulative risk regions, estimation of Cancer Control prioritized directions and evaluation of their effectiveness will be possible;
Due to implementation of Analytical Epidemiology Studies, estimation of cause-result correlation, risk factors (environment, life style, profession and etc.) and formation of high risk groups will be possible;
Due to implementation of Epidemiology Studies, evaluation of cancer treatment distant results, effectiveness of diagnostic methods and screening programs (sensitivity, specificity and etc.) will be improved;
Besides the educational materials of ACSU will be presented on this courses.
Wide implementation of Epidemiological Research and modern methods of Medical Statistics will be the significant stimuli for development of cancer prevention in Georgia.

This equipment also will be used in future for educational and other purposes.
Project 2: Editorial Project on Professionals and Public Cancer Education
Problem to be addressed:
Unfortunately, no literature materials are existing at the present time concerning the cancer epidemiology situation in Georgia during resent years. According to State Grant in 1998 for National Cancer Center, dBases on cancer incidence in 1988-1992 in Georgia was created, but because of financial problems further work was discontinued. NACC plans to perform the quality control of created dBase by IACR Check Program, statistical elaboration, creation of Tables and Graphics with their analyses and edition of received results as a book - “Cancer Epidemiology in Georgia in 1988-1992” (500 samples).
Besides, students, residents, statisticians, registrars, epidemiologists, general practitioners, oncologists are inadequately informed concerning the modern methods of cancer epidemiological research and medical statistics. That’s why NACC has collected, translated and adapted materials from leader international organizations about this issues and needs funding for publishing as a book: “Modern methods of Cancer Epidemiological Research” (500 samples).
Educational booklets:
For population education and raise their sense of vigilance, Association has created and started the edition of series of recommendations: “What can you do to protect yourself against cancer”. The following booklets are already edited:
1. “What can you do to protect yourself against cancer” (Recommendations for female reproductive system’s cancer prevention and early detection)”, The booklet is proposed for females screening preparation at the beginning of secondary prevention (10 000 samples);
2. “How to do breast self examination” (Recommendations for breast cancer prevention and early detection). The booklet is proposed for females screening preparation at the beginning of secondary prevention (10 000 samples);
3. “What can you do to protect yourself against cancer by correct diet” (Recommendations to avoid cancer). (10 000 samples);
4. “Quite tobacco smoking” (Recommendations to avoid cancer) - (10,000 samples);
Information concerning the female’s reproductive system cancer and precancer diseases general types, their symptoms and risk factors, possibilities of prevention are given in these booklets. First two of them at the same time are desired for females preparation for screening. Edited booklets were distributed in population.
For implementation of healthy life style in population, Association wants additionally to edit and distribute already created following recommendations:
1.In 2000 NACC has Performed the Modification to for Georgian conditions Recommendations: 10 Steps to a Healthier Life Style and Reduced Cancer Risk edited by American Cancer Society (ACS) in 1985.
2. What Can You Do To Protect Yourself Against Cancer By Healthy Life Style-10000 samples.
3. How To Prevent Cancer -10000 samples.
4. How to prevent skin cancer- -10000 samples.
Outcome(s):
Due to conducted work in epidemiology field, the improvement of statistical data quality will be anticipated after the 10 years collapse of registration system.
In book - “Cancer Epidemiology in Georgia in 1988-1992”- will be presented all localization cancer occurrence considering the sex, age and nationality characteristics in all Georgian regions, using the methods of modern descriptive epidemiology and statistical parameters. Incidence structure on 10 main sites will be estimated by standardized and cumulative risk parameters. High cumulative risk regions and populations will be detected for 10 main cancer sites by epidemiological maps, graphics, tables and etc. Everything above mentioned has following significance:
Study of Incidence characteristics on all main cancer sites by computerized work out of dBases, using the methods of modern descriptive epidemiology and statistical parameters will be conducted and edited in Georgia at first time and this publication along with it’s data will be last for past century (because of collapse of registration system in 90-ies and consequently unconfidentiality of data in this period);
So, the cancer incidence last confidential epidemiological situation at the end of XX century will be presented in book and that’s why, it will have the historical significance;
Since the beginning of new century, after the improvement of statistical data confidentiality, in terms of estimation of cancer trends, comparing of statistical data will be very interesting for epidemiology, which will be possible only in presence of past 5 years period data.
Edition of a book -“Modern methods of Cancer Epidemiological Research” will raise knowledge of students, residents, statisticians, registrars, epidemiologists, general practitioners, oncologists in Cancer Epidemiology and Medical Statistics; Population- and Hospital Based Cancer Registration. Gained knowledge will help young medical specialists to plan their scientific study, chose in a right way the optimal model of Epidemiology study.
Edition of educational booklets for population will promote the implementation of healthy life style, explain to public at large the significance of self-control and screening.

Project 3: Creation of Caucasian Union Against Cancer (UCCC) & its Integration with UICC
Problem to be Addressed:
The necessity of creation of Caucasian cancer control organization is caused by common Eco-political system in region with same problems, which are preferable to solve due to joint efforts in order to share between each other experience and knowledge concerning the anti-cancer fight. The initiator of above mentioned was NACC on I-St congress of Caucasian Oncologists (Tbilisi, Georgia- Sept 17-22, 1998) and representatives of Armenia and Azerbaijan asked the president of NACC- Dr. Vasil Tkeshelashvili – to prepare materials for execution of mentioned goal. This process was finished in 1999, but because of financial problems, concerned with travelling of interested sides, nothing has progressed still except the correspondence relations.
In order of realization of project NACC needs money for travel of 2 person to Baki, Azerbaijan, on II-ND Congress of Caucasian States Oncologists in May 2001, Administrative Expenses of UCCC Head Office organization in Tbilisi (head office, during 4 years) Membership of UCCC in UICC.
Outcome(s):
Caucasian Union Against Cancer (UCCC) will be created for promotion of cancer control activity in Caucasian region with its future integration in UICC. UCCC will aim the work out of general cancer control strategy and advocacy in region according to UICC and ACS recommendations.

Realization of all three projects is very important for NACC.
Fully acknowledging the significance of cancer control activity extension in Caucasus (NACC considers this issue as it's mission and responsibility), NACC carried out activities and established the Caucasian Union Against Cancer (UCCC) on May 7-10, 2001. NACC ranks the support of newly organized organization as top priority for impulsion of its activities. In spite of UCCC as newly established organization, office demands (office fixing, furniture, equipment and etc), necessary organizational expenses (registration, Baki visit and future Erevan visit and etc), NACC refuses to use for this project the seed grant money and will perform it's realization in future. Also, the UCCC membership in UICC will be postponed in 2002. For compensation of already taken expenses, NACC will try to find the sponsors, otherwise, they wold be covered by NACC CEO.
NACC also denies using seed grant money for little expenses. Particularly, NACC will gradually raise funds for edition of educational booklets and books from different donor organizations.
The most acute issue at the present time for NACC is concerned with organization of training lectures conduction in 6 Georgian cities according to OSGF grant project, which requires the necessary presentation equipment.
Accordingly, NACC supports the first project: Conduction of Postgraduate Training Courses on Modern Methods of Cancer Epidemiological Research and Medical Statistics at Georgian Cancer Centers. Due to seed grant NACC will buy the presentation equipment. So, ACS will become the cost-sharer in mentioned project (also in every other project requiring this equipment, putting the ACS logo on project materials) and NACC is very thankful to ACS for this.

NACC has ordered to mediator firm to buy the presentation equipment in Moscow and transport them in Tbilisi. The total necessary expenses consisted the 5800 US $. From extra 800 US $, the 483 US $, were covered due to "Geocell" donation - 1000 Lari (1 US $=2.07 Lari according to bank exchange course on July 5, 2001), and rest of the 317 US $ was added by NACC CEO.
